Observing public transport implementation in practice: Bus Route 171 (Lund to Malmö)

This process note relates to a field observation of bus route 171 between Norra Fäladen in Lund and Malmö Sjukhus.

The purpose of the observation was to understand how public transport systems function in practice across municipal and regional contexts, using a single route as a continuous point of reference.

The observation focused on how the system is experienced in use. This included route clarity, stop accessibility, transitions between environments, and how the bus system connects with surrounding pedestrian and cycling infrastructure.

One aspect that became noticeable was how the journey moves across different administrative layers. While the route itself appears continuous, the underlying systems governing it are less visible. This creates moments where the system relies on user interpretation rather than clear guidance.

Alongside the observation, relevant policy frameworks were reviewed at national, regional and municipal levels. These consistently position public transport as a central mechanism within climate and transport policy.

The observation highlighted that the effectiveness of these policies depends on how systems are encountered in everyday use. The translation from policy intention to behavioural uptake is shaped through the legibility, accessibility and coherence of the transport system itself.

The process also identified limitations in the observation approach. A single journey provides only a partial view of system performance, and further observations across different times, conditions and user contexts would strengthen understanding.

This reinforces the importance of repeat observation and comparative analysis when assessing how transport systems support policy implementation in practice.
