Translating Energy Infrastructure Governance into Accessible Community Guidance

Structural Issue Identified

Following the mapping of regulatory pathways governing the proposed battery energy storage system (BESS) development near Cockenzie, it became clear that while formal channels for participation existed, the processes were difficult for residents to navigate in practice.

Planning procedures, regulatory responsibilities, and formal complaint pathways were spread across multiple institutions and communicated using technical language that was not easily accessible for many community members.

What problem this work relates to

Public participation in infrastructure decisions often depends not only on the existence of formal consultation mechanisms, but also on how understandable and accessible those mechanisms are to communities encountering them.

Where governance processes are technically complex or poorly communicated, residents may struggle to engage effectively with planning systems or submit concerns through the appropriate channels. This can create frustration and reduce trust in institutional decision-making.

Structural Adjustment & Implementation

Using the regulatory research carried out during the previous phase of work, I developed a practical guidance document translating the relevant governance structures into a clear and accessible format for community members.

The document outlined the institutions responsible for oversight, the correct channels for submitting concerns, and the procedural steps required to participate in the consultation process.

This guidance was shared within the community to help residents understand how to engage with the relevant authorities and navigate the planning and regulatory systems connected to the proposed development.

Observable Effect

Following the distribution of the guidance, a larger number of residents were able to submit formal concerns through the appropriate regulatory channels. The increased participation demonstrated how translating complex governance structures into accessible language can strengthen community engagement with infrastructure decision-making processes.
