What problem this work relates to
Island communities face distinct structural constraints in the energy transition, including infrastructure limitations, cost pressures, and governance complexity. National climate policy must translate into locally viable systems that maintain affordability, resilience, and community agency.
Balancing decarbonisation targets with place-based delivery capacity remains a persistent implementation challenge within multi-level governance frameworks.
Structural Adjustment & Implementation
Attended a joint session of the Scottish Parliament’s Cross Party Group on Renewable Energy & Energy Efficiency and the Cross Party Group on Islands to monitor current parliamentary framing of island decarbonisation.
Observed discussions on hydrogen development, community-owned renewables, and locally governed energy systems. Analysed how delivery challenges, infrastructure constraints, and community energy models are being positioned within national policy discourse.
Maintained alignment with evolving parliamentary narratives around place-based transition and institutional responsibility.
Observable Effect
Strengthened situational awareness of how multi-level climate governance is articulated at parliamentary level. Identified recurring themes around local control, infrastructure readiness, and trust in transition planning within remote contexts.

Relevant Institutions and Policy Frameworks
The Renewable Energy and Energy Efficiency Cross-Party Group (CPG) in the Scottish Parliament brought together MSPs and stakeholders to address climate targets and fuel poverty.
